Referring to your Note of May 4th concerning &

postponement of the proposed Opium Conference, and to

your assurance that as soon as Germany, Japan and

Portugal are in a position to comply with the condi-

tions precedent which you had named His Majesty's

Government would be only too happy to take part in

the Conference, I am now instructed by my Government

to advise you that it has assurances from France,

Germany and Japan that they will be absolutely pre-

pared to meet the British proposals by October 1st,

and that Portugal will make every effort to be so

also.

Mr. Knox adds that the Netherlands Government

has been so informed, and the suggestion made that

invitations to the Powers be issued for the Confer-

ence to assemble at The Hague on Monday, October
